The Airport in Santiago does not sell sims not sure about the airport in Puerto Plata.

You can get a sim for $5 In Sosua and get data for $10-$15 that should last you a week with unlimited WhatsApp.

Just bring your passport to a local phone store and buy a SIM with local phone number. Make sure phone is unlocked.

I have never purchased a SIM card down there. Any hotel or apartment you rent has Wifi. Restaurants/bars have free Wifi if you ask for the password. Same with many taxis. Now, if you find yourself deep in the barrio in some chica's tin hut you could maybe not have coverage. But I doubt that is the type of place you are headed for.

I use pay as you go simplemobile on my unlocked phone and voice/text/data works in the DR on my regular $25 a month plan. Meaning, I can call from the US to the DR, from the DR to the US, and text both ways for no extra $. Data worked fine as well in the DR but FYI even if you get a SIM card down there, you lose coverage pretty quickly going away any distance from the coast.
