The female officers are there to manage and monitor chicas that may be actively strolling for clients or loitering in place trying to get clients. Chicas are still getting picked up, stuffed in the pickup and hauled off to jail. This is going on all around Sosua, not just on the strip. Chicas that may look like they are in the game, walking alone un escorted by a man, can be targeted for being picked up anywhere in town.
The thing that may be confusing to watch is that sometimes the cops are not grabbing girls, and sometimes they are just stopping them briefly and leaving them alone. Sometimes, I see working chicas freely walking past the cops without the cops giving a fuck. It's like the chicas themselves know when it's safe to walk freely, from when the cops are on a mission arresting chicas.
