That's not a bad rule, actually. Not much different than stopping the registered guests from bringing in their own food, beer and wine. If they also start pulling in their own chicas from the beach then pretty soon BB's entire business model starts to collapse. I mean, how are the on-site BB chicas supposed to make any money when guys staying at BB can pull other non-BB chicas from the outside?
