I think that your conclusions are a bit misguided. This is all about money not politics. They dropped the requirements in 2019  with the hope that it would combat a steep drop in US tourist visits. That has yet to happen so now they’ve decided to reclaim the revenue source.

Spot on @Jazzy. It's a money grab that has very little to do with politics. Even the UK is instituing a "travel fee" for any non-citizen traveling too or through the country. When I applied for a VISA back in 18, I paid the $40 and got it back in 3 days. Never heard of anyone being denied one (with a passport valid for 6 months).

I was been facetious.  It has nothing to do with Biden.  As Jazzy said, they dropped the requirement to boost tourism and it didn't work so they went back to their reciprocity policy for 4 countries (US, Japan, Australia and Canada).

No. That doesn’t make any sense. Visa application fees aren’t going to make more money than tourists spending with boots on the ground.

The visa fee is a HURDLE, not a help for tourism. That so-called revenue source is negligible.

No. That doesn’t make any sense. Visa application fees aren’t going to make more money than tourists spending with boots on the ground.

The visa fee is a HURDLE, not a help for tourism. That so-called revenue source is negligible.

In 2018 590k US tourists visited Brazil at $40 a pop for the visa.  The collected fee would have been roughly $23.6M US dollars. In 2019 visits dropped to 172K even though for 1/2 of 2019 US citizens no longer needed to pay for a visa to visit. Initially they waived the fee in an attempt to get back to the 2018 counts. They’ve not gotten there yet so the mission was a failure. Waiving the fee has not produced the intended outcome so they gave away $40 a head without the desired result. It was a failed experiment. Now they’ve decided that a bird in hand is worth two in the bush. Makes sense to me.

It isn't about money. Visa fees isn't going to move the needle in the World's 10th largest economy.  Lula's government is just undoing what Bolsonaro's did.  Brazil has always operated on a reciprocity policy.  What is required of their citizens will be required of the citizens of other countries.  American tourism to Brazil is neglible.  The DR gets way more.
