Light skin is rarer in Sosua, but you can still find them if you look and you might have to pay a premium. I'm not sure how much time you have or your finances, but I found many light skinned Dominicans I'm attracted to at a decent price. Honestly, I can give you a playbook, but you're going to have to get your hands dirty and just go and do it. It all depends how fast you can learn "the game" and fit your needs. I didn't really get in the know until my second trip but was learning from reading on this forum in addition to trial and error.
