Yeliaba: I've only been to Santo Domingo for NYE and there are a lot of free concerts on George Washington Ave. But it looks like you'll be in Santiago and I've never been there for NYE, but I'm sure there has to be some free concerts there as well. I would listen to the radio or ask your favorite chica. You will need to set NYE with a chica in advance because in most Latin cultures the family stays together on NYE and then on New Years Day. Some believe that whatever they are doing at Midnight on NYE, they will be doing a lot that year. In Colombia you will see people take luggage out on the street because they want to travel LOL!!!
So I would setup NYE with your favorite chica and expect to be around her family until midnight and then go out with her after that.
