He wont be allowed to open.   Unless he pays an unreasonable cut to who is extorting him. 
Where you stand on the issue depends on where you sit.  The words enough, some, many , to whom it applies to, does not mean ALL of any people, places or things.  If you cant, dont or wont learn from friends, family or your peers, dont worry the locals will teach you, and you will learn the hard way.

El Flow car wash was great as well for a minute, out that way, not far from Anvhee.  I don't know why, but heard politics were involved in them shutting down the concerts, etc.

AS you walk buy give it the stations of the cross, tip of the hat, Dont mind the  spider webs dust and tumbleweeds, they might as board up the place,,  Now what they could do is convert it in to chaep monger or expat acomadations long and short term,,,try and find a decent place to stay lets say December to april,, not much availble, gee open one of the small bars even rent rooms to chicas,,dont know if he had built any hotels rooms or apartments on his property,  gee they could team up with bourban and combine the propertys have a adult resort or them park  hoes galore !

Repeat it: Sosua is coming back. 86% of tourists who visit the North Coast are Dominicans. Like Dyckman, Sundays popped Washington Heights, and now bottle-only clubs are up there.  The same thing is coming.  Do not think it cannot happen.  Santo Domingo is on fire, and they are using the same model.  Lifestyle play changed the game along with the beats.
