Okay, meet me at X hotel entrance at X time today.
If I don't see you at X time, I'll understand you couldn't make  it, and I'll make other plans.

So far, only one was late.

Yes, tell them up front you will not wait on them. Had even long time chicas be late, and went out after 10 minutes to find another. You can't let that shit pass, ingnore her messages for a day or 2, they get it then!
