The problem I'm seeing is . the Ubers are not outside of Santo Domingo.So it might be one way..They Catch the bus Back to Santo Domingo from Sosua

If a chica is also a Uber driver , her name and number is known by company. Your more likely to get took by a taxi driver. The chica , I know that also is uber driver also work at a call center. I doubt she would through all that away for the couple grand a tourist has on him

Deff would have me a steady customer.  Taxi mafia would probably kill her for real.  Can't give up those $20 - 10 minute rides

uber surge thing is funny.  in vegas i got 2.8x multiplier outside the popular MGM casino going to EDC, and normal fare 500 meters outside tropicana after walking there immediately instead.  not sure it's representative of the rest of the world's multipliers, but worth a shot if you're doing it from a major hotel or airport.

The regular taxi driver is a challenge to manage the ride but a regular uber driver idk.... when I do go to Sosua I would either take the bus or fly directly in POP airport.
